City of Santa Monica On-Call Historic Preservation Services, Santa Monica, CA. Project Manager/Principal Architectural Historian. Dr. Jerabek was the primary point of contact and contract administrator for JERABEK’s on-call contract for historic preservation services with the City of Santa Monica. Under her 12-year tenure, Margarita and JERABEK’s historic division has prepared hundreds of studies including preliminary assessments, landmark assessments, structure of merit assessments, Secretary of the Interior’s Standards plan reviews and preservation recommendations, landscape assessments, character-defining features reports and CEQA impacts analyses.
City of Hermosa Beach On-Call Historic Preservation Services. Project Director and Principal Architectural Historian. JERABEK has performed several surveys, Certificate of Appropriateness, and CEQA compliance reviews for historic structures while serving as a historic preservation consultant for the City of Hermosa Beach. Projects include historic resources surveys on three of the oldest commercial buildings in the downtown area of Hermosa Beach for the City of Hermosa Beach: Bank of America building at 90 Pier Avenue, the Hermosa Hotel at 26 Pier Avenue, Art Deco-style Community Center, and the Neoclassical Revival-style Bijou Theatre located at 1221-1227 Hermosa Avenue. JERABEK prepared a comprehensive assessment of each building and reviewed all plans for compliance under the local preservation ordinance and CEQA, which stipulate the use of the Secretary of the Interior’s Standards for Rehabilitation as mitigation. Upon implementation of rehabilitation work on the Bijou, JERABEK also monitored all construction work until final completion. JERABEK was later commissioned to undertake a Certificate of Appropriateness and CEQA compliance review of interior tenant improvements to the Bijou Theater for conformance with the Secretary of the Interior’s Standards. JERABEK has carried out site reviews of the work to examine the scope and nature of selective demolition and new construction, provided guidance on technical preservation matters, and undertook a substantial completion review of the works.
City of Laguna Beach, Historic Preservation Services, Laguna Beach, CA. Project Manager/Principal Architectural Historian. Since 2006, Margarita and JERABEK’s historic resources group (formerly JERABEK) have prepared numerous studies including Historic Resources Assessments (HRAs), Secretary of the Interior’s Standards (SOl) Plan Reviews, character-defining features reports and CEQA impacts analyses, as well as rehabilitation plans and conducted construction monitoring for a wide variety of projects. JERABEK assists project applicants from due diligence through design development and environmental review to reduce impacts to historical resources for compliance with CEQA and the City’s preservation ordinance. SANBAG On-call Contract Co/trans Professionally Qualified Staff (PQS) Principal Architectural Historian. Client: SANBAG/Co/trans District 8. Under Jerabek’s (formerly with PCR/ESA) on-call contract with SANBAG, Dr. Jerabek (formerly Wuellner) has conducted peer reviews of the Historic Property Survey Report (HPSR) and Historic Resource Evaluation Report (HRER) for the Interstate 15/lnterstate 215 Interchange Reconstruction Project in the Devore community; and the HPSR and supporting HRER as well as the Finding of Effect documentation for the Interstate 10 (1-10) High Occupancy Vehicle Lane Addition Project from Haven Avenue to Ford Street in San Bernardino Counties, California, District 8. Dr. Jerabek also completed the San Bernardino Santa Fe Depot Exterior Restoration Section 106 consultation and mitigation monitoring, and Palm Avenue Grade Separation project under this contract.
San Bernardino County Department of Public Works On-Call Services Project Director. Client: San Bernardino County Department of Public Works Under JERABEK’s (formerly with JERABEK) on-call contract with San Bernardino County Department of Public Works, Dr. Jerabek led the historic resources effort in JERABEK’s role on the Needles Highway Realignment Project, which involved third party review of a previous consultant’s work plan and efforts. She performed a CEQA Compliance Review regarding the proposed emergency bridge stabilization of the Bloom Ditch Lumbar Bridge. Dr. Jerabek also assisted with the cultural resources impact analysis regarding the potential impact on cultural resources resulting from long-term maintenance activities of numerous flood control and facilities located throughout San Bernardino County.

Historical Resources and Preservation Consulting Services for The Culver Studios, Culver City, CA. Project Manager/Principal Architectural Historian. JERABEK’s Historic Resources Practice has provided a suite of services including historical resources evaluation, environmental review and documentation, and historic preservation consultation services for the CPA-6 Specific Plan, and the CPA-7 Specific Plan known as “The Innovation Plan,” a blueprint for the future of The Culver Studios. Dr. Jerabek was the principal investigator and point of contact for historic services and acted as the City’s preservation officer for the Innovation Plan. JERABEK prepared the environmental documentation for The Innovation Plan EIR which analyzed transformation of the 14.3-acre Studio into a vanguard media production hub in the entertainment industry. The Culver Studios is a motion picture studio in downtown Culver City established in 1919.
City of Los Angeles Department of Recreation and Parks, MacArthur Park Historic Viaduct Railings, Los Angeles, CA. Project Director/Principal Architectural Historian. Margarita directed preparation of a Historic Structure Report for the 1938 Art Deco/Moderne-style molded reinforced concrete viaduct railing along both sides of Wilshire Boulevard through McArthur Park. The investigations found the viaduct railing eligible as a contributor to MacArthur Park, a listed Los Angeles Historic-Cultural Monument (HCM). Margarita oversaw the character-defining features analysis and conditions assessment of the viaduct including its decorative pylons, railings, and two tunnels. Margarita managed a team of subconsultant engineers, architects, surveyors and professional photographers to survey, document and analyze the existing conditions of the viaduct railings and prepare recommendations for its immediate repair and long-term preservation.
City of Santa Monica, Santa Monica City Hall, Santa Monica, CA. Project Manager/Principal Architectural Historian. Dr. Jerabek was the primary point of contact, provided project management and agency coordination, and served as principal architectural historian for the project. JERABEK prepared a Section 106 Effects Evaluation report and provided mitigation services pursuant to a Memorandum of Agreement for Structural Seismic Upgrades, ADA Improvements, Relocation of Wood Paneling, and Adaptive Re-use of the Historic Jail under a grant from the Federal Emergency Management Administration (FEMA).
City of Santa Monica, Santa Monica Municipal Pier Replacement Project, Santa Monica, CA. Principal Architectural Historian. Dr. Jerabek-Bray prepared a Section 106 Effects Evaluation Report and provided agency coordination to address potential effects of the Santa Monica Phase 4 Municipal Pier Replacement Project. The project proposed to replace a section of the deteriorating pier structure, originally completed in 1921. The Santa Monica Pier is a California Point of Historical Interest listed in 1974, named a Los Angeles County Landmark in 1975, and designated a City of Santa Monica Landmark in 1976.
City of Santa Monica, City Landmark Assessment and Evaluation Report, Santa Monica Pier Sign. Project Manager. Dr. Jerabek-Bray prepared Landmark Assessment for Streamline Moderne style Santa Monica Pier Sign, a free-standing arched neon sign installed at the entrance to the Santa Monica Pier in 1941. Work involved intensive historical research about the Streamline Modern style and neon signage, the Pan Pacific Neon Sign Company, and the other pier signs in Southern California. The Santa Monica Pier Sign is now a City of Santa Monica Landmark.
City of Hermosa Beach, General Plan Update and EIR, Hermosa Beach, CA. Project Director for Cultural Resources/Principal Architectural Historian. Managed JERABEK’s Cultural Resources scope of work and collaborated with Raimi & Associates and PMC to provide consulting services to the City of Hermosa Beach for preparation of a Comprehensive Integrated General Plan and Coastal Land Use Plan Update and EIR Focused on Sustainability and Low Carbon Future. Directed city-wide reconnaissance survey to identify potentially eligible historical resources. Developed historic contexts and themes for the City’s historical resources. Reviewed and provided recommendations for revisions to the preservation ordinance. Provided input for preparation of historic preservation goals and policies for the General Plan update. Managed preparation of the cultural resources technical report, and oversaw preparation of the historic resources, archaeological and paleontological discussions and analyses for the EIR.
City of Hermosa Beach, Historic Resources Preservation Consulting Services for the Bijou Building, Hermosa Beach, CA. Project Manager/Principal Investigator. Margarita managed and conducted Certificate of Appropriateness and CEQA compliance reviews of several interior tenant improvement projects for the Bijou Theater for conformance with the Secretary of the Interior’s Standards and the City’s historic preservation ordinance. These projects included 1221, 1223 and 1227 Hermosa Boulevard. Margarita provided design consultation and Secretary of the Interiors Standards conformance reviews, and carried out construction monitoring for these projects. Once the work was completed, she conducted final site walks with City officials and prepared substantial completion reports documenting project conformance with the Standards. Additionally, Margarita provided construction monitoring and oversight for restoration of ornamental plasterwork of the proscenium arch in the former auditorium space, 1227 Hermosa Boulevard.
City of Hermosa Beach, Historic Resources Preservation Consulting Services for the Hermosa Beach Community Center, Hermosa Beach, CA. Project Manager/Principal Architectural Historian. Margarita provided professional architectural history and historic preservation consulting services for restoration of the exterior painted finishes of the Art Deco-style Hermosa Beach Community Center at 710 Pier Avenue, Hermosa Beach, CA. Over the years the building had been repainted several times and the original appearance was no longer visible. Margarita directed historical research on the original appearance of the Community Center, oversaw the paint analysis investigations, and provided preservation treatment recommendations to restore the exterior finishes back to their historic appearance.
City of Long Beach, Environmental Consultation and HABS Documentation. Project Manager/ Principal Architectural Historian. Margarita has assisted the City of Long Beach by preparing documentation for the City Hall and Library Complex HABS and associated landscape plaza. She provided historic resources support for the City’s North Long Beach Public Library EIR, and prepared documentation for the Atlantic Theater HABS and an Interpretive Exhibit for installation in the new North Long Beach Public Library.
City of Long Beach, RMS Queen Mary Conservation Management Plan, Long Beach, CA. Principal investigator/Project Manager. Dr. Jerabek led a team of architectural historians and conservators in the preparation of a comprehensive conservation plan for the fine arts, decorative arts objects, furniture, built-ins and hardware aboard the RMS Queen Mary. This multi-phase, multi-year effort began with a comprehensive survey to identify and evaluate the art and decorative arts aboard the ship, and continued with a conditions assessment of the ships art and artifact collections for preparation of a conservation management plan, and concluded with an architectural survey of the ships character-defining features and preparation of a historic structure report. Her in-depth and award-winning historic resources management and preservation work includes the RMS Queen Mary Survey of Fine and Decorative Art, the RMS Queen Mary Historic Structure Report, and the Queen Mary Conservation Management Plan (California Preservation Foundation Preservation Design Award, Historic Resources Report).
City of Whittier, Preservation Consultation Services for the Public Library Rehabilitation Project. Project Director/Principal Architectural Historian. Margarita led a Historical Resources Assessment and Impacts Analysis and provided design consultation for rehabilitation of the Modern-style Whittier Library. Constructed in 1958, the property is significant for its association with Mid-Century Modernism, postwar period institutional properties, architect William Henry Harrison and is significant as an individual resource under National Register Criteria A and C. Margarita directed the project, coordinated with the architect and City, led the historic resources investigations, and provided review and internal quality assurance/quality control for the JERABEK’s team in the preparation of both the Historic Resources Assessment to evaluate the significance and integrity of the building, as well as for the plan review conducted to evaluate the proposed project’s conformance with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and for the preparation of a Historic American Building Survey (HABS) report, and she attended the public hearings on behalf of the City for the IS/MND.
City of Burbank, Historic Preservation Consultation Services. Project Manager/Principal Architectural Historian. Margarita directed preparation of JERABEK’s historic resources technical report and CEQA impacts analysis and prepared the historic section of the IS/MND for the Burbank Reservoir No. 1 Replacement Project, which evaluated the eligibility of the Burbank Reservoir facility and analyzed the potential impacts of the Project for compliance with the CEQA. Margarita directed preparation of JERABEK’s historic resources technical report and historic resources EIR section for the Burbank Bob Hope Airport Replacement Terminal Project EIR, which evaluated the eligibility of the buildings and structures for eligibility as a potential historic district and as individual resources and analyzed the potential impacts of the Project for compliance with the CEQA. While the Airport did not appear eligible as a historic district, JERABEK evaluated 11 hangars and buildings over 45 years in age as potential individual resources. The majority of the buildings and structures were found ineligible, however, Hangars 1 and 2, which are the earliest intact hangars, were recommended eligible for the National Register, California Register, and for local listing. Under contract with the City of Burbank, Margarita managed and conducted a historic resource impacts analysis and plan review for Rehabilitation of the Casting Building as a Fitness Center, by Marmot Radziner and Associates, AlA, located in the Disney Studio’s Historic District. The Project repurposed and expanded the existing 4,000 square feet Casting Building on the Studio Lot by about 8,700 square feet for an Employee Fitness Center adjacent to the historic Commissary. Margarita provided design consultation for conformance with the Secretary of the Interior’s Standards to rehabilitate the Casting Building as a fitness center. To reduce potential impacts, Margarita prepared a HABS report to record the Casting Building in professional large format HABS photographs and a narrative history and description of the building.
